President Donald Trump’s administration is requiring impoverished Puerto Rican hurricane victims to pay full price to evacuate — and will even holding their passports as collateral until the government receives payment. The administration is reportedly sticking with a State Department policy that forces evacuees to sign a promissory note before leaving, according to MarketWatch Thursday morning.…
